The force says that all lines of enquiry have been exhausted.
Residents in line for a £150 council tax rebate have been reassured that “no eligible person will lose out”.
Redcar and Cleveland Council said there were 60,000 bill payers who were entitled to the payment on its patch - who are those who live in property bands A to D on April 1.
The £150 previously announced by Chancellor Rishi Sunak as part of a package of measures intended to help take the sting out of energy bill increases is expected to be welcomed by residents.
While those who pay direct debit will receive the rebate automatically, others who don’t will be invited to make a claim with the council, which may take longer.
